Yes, he has. He has full dual stack.

Here there were two major cable companies. UPC and Ziggo. They recently merged. But apparently only the administrations, not the technical part or not quite anyway.

In the former UPC area, they get DS-Lite.
In the former Ziggo area they get dual stack.

I am in the area that gets dual stack.
