Qico itself does not open listen sockets (except for internal communication). So you don't configure any sockets anyway. Thus all you need is an inetd which supports what you like.

Well, in theory it should be possible to listen to IPv6 :: and not use the V6ONLY socket option ... which is discouraged. :)
