It means we can't get any more new ones, but the old ones are still there. I have an IPv4 address now, I see no compelling logistic reason why I could not keep it forever. But I am afraid that the ISPs would not pass uop the opportunity to milk some more money from their customers and at some point only offer a pubic IPv4 address with bussines connections.
