Well, there's a little difference between the two organisations. HE also offers paid services wheres SixXS is a complete hobby ... and mostly done by one person. HE uses it as a marketing to become IPv6 Tier-1, SixXS needs to reduce service overhead ... in general the policy of SixXS makes sense to me.

Let's say it's mostly a matter of money (as usual). I'm not able/willing to afford it everywhere. ;)
