My ISP blocks it for outgoing to other than to their own SMTRP server, but they allow their customers to use their SMTP server as a relay, and so one can run one's own mail server. AFAIK, they do not deep inspect 6in4 traffic, so one could still do outgoing IPv6 SMTP via tunnels, if the other end allows it.
