People don't want the hassle to first create a tunnel for using IPv6 ... even though IPv6 will be blooming, only few people will be willing to go the extra mile using a tunnel. At least SixXS requires quite some work before you get your tunnel really running (incl. subnet). So they are limiting the use anyway. Additionally PoPs are free to close for new tunnels.
