What puzzles me is that since they offer the choice of a public IPv4 addres at no extra charge anyway, they do not have a shortage of IPv4 adresses yet. So that can't be the reason for not offering full dual stack. A full dual stack connection does not consume more IPv4 adresses than an IPv4 only connection. OTOH, 4G is mobile. The IPv4 party is over. So I don't think it will be very hard to predict what will happen. With every change, it will get harder and more expensive to get a public IPv4 address. My guess is that they will follow the trend: IPv6 + natted IPv4 for all new customers except for those who will pay extra.
