For incoming only, there is this trick for Windows XP and up:

netsh int portproxy add v6tov4 listenport=23 connectaddress=10.10.5.2 connectport=23 listenaddress=*

For 10.10.5.2 substitute the actual local address of the machine that runs whatever answers on port 23.

The drawback is that every incoming IPv6 is logged as coming from the local host. Can't win them all...
