Yes, that is the reason here, too.

It's funny that my own *OLD* personal mobile phone from the same company has a forced 256kbit internet connection 'for free', and it has a public dynamic IPv4 address. ;) But no IPv6.

I believe no one at Elisa knows about such a thing. They only advertize their suuuuuuuuperfaaaaaaast 4G network. ;)
