Here mobile providers have stopped issuing globally routable IPv4 addresses some two years ago. They must have run out of IPv4 addresses. You get an RFC1918 or RFC 6598 address. And no IPv6!

They get away with it because almost no one runs a server on a tablet or smart phone. The vast majority of mobile users never notice they have a crippled connection. :-(
