The IPv4 adresses running out is not the same as the oil running out. when the oil is burned, it is gone. But the IP adresses are not "burned", all the adresses can still be used. You can forget running a fully fledged Fidonet node on a mobile device if you are not at home. You will not get a globally routeable IPv4 address when on the move. The best you can do is run a point.
