Inside the network all routers distribute their known local networks via the IGP. Those local networks are more specific or the IGP has a higher weigth, in case the local network matches the blackhole. Based on the actual network design it's possible that an internal IGP problem causes a broken routing for some users while other users don't have any problem at all. If the routing runs directly via the tunnel router everything seems fine, but traffic via the router generating the EGP route is blackholed (if the router doesn't know about the local networks of the tunnel router).
