According to P4, in order to join Fidonet, you're supposed to set your 
mailer to use a /9999 address in your region and send a netmail application 
to the RC - it's a way of proving that you're capable of running a mailer.

I've had some of the new nodes in my region send netmail, the others came 
through an email sent by a web page application. I'd say 25% of the 
web/email applicants never poll for their first packet.
