well, not really "compiling" per se but some processing and assemblage, sure...

at a guess, i'd say (la)Tex or Groff... looking in /docs, there's comment or 
two about Groff but i don't see anything similar in /manuals... i also don't 
find anything that jumps out in any of the build scripts that say "we're going 
to build the docs and manuals here" or similar...
