Probably.  I don't know if anything new has been added this century.  Mostly 
the maintainers have been fixing itty-bity stuff.

No need.  They're plain text and most people will tell you to simply use a 
notepad-type of thing, but from experience you will need something with a 
search function: generally an editor of some sort (e.g. in Linux geany, 
mousepad, gedit, nico, et al).
