I don't have an answer to your terminal question, but gpl114-7.tar.bz2 is 11 
years old, so it would be best to try one of the recent 1.1.5 snapshots 
instead. The latest is gpsrc-115-20170303.tgz.

This works in Ubuntu 16.04 x86_64:

sudo apt-get install build-essential libncurses5-dev
wget -O gpsrc-115-20170303.tgz https://sourceforge.net/projects/golded-plus/files/Golded%2B%201.1.5%20snapshots/2017.03.03/gpsrc-115-20170303.tgz/download
tar xf gpsrc-115-20170303.tgz
cd golded-plus/golded+
cp -p golded3/mygolded.__h golded3/mygolded.h
make PLATFORM=lnx

You could also use "make PLATFORM=lnx BUILD=minimal" instead, and -j4 to speed 
up the build.

When make is finished the unstripped binary is golded-plus/golded+/bin/gedlnx.
