How about pressing ALT-i and check the Bytes of the suspicious characters?
Then compare them to the charset definitions.

The screen scrambled problem shows up in quoted mails on my system but to be 
honest, i have no idea if my charset setting is correct. I haven't touched the 
charset files for years.
