There are hard-coded keys.  It's explained in the documentation and the
source code.  The only way that you're going to disable a function like
shelling out will be to comment out the code for that in the source and
recompile.

Besides, if you're wanting to use GoldEd as a user editor, perhaps a door
like The Reader (looks, acts, feels like GoldEd) would be a better choice.
