I've seen similar things.  My grandparents lived through the Great Depression. 
They had minor quirks like lots of seasoned firewood in the basement - just in
case the heat gave out, don't ya know, and a "fruit cellar" stocked with lots
of canned goods.

Their friends all had their quirks too and the "austere life" was one of them.

Later in life, I realized it was just the mental residue from living through
lean times.
