You can only import the descriptions from a backbone.na type file for existing areas. The backbone.na file contains to little information to create areas.

You can import areas from a number of other type of files, including areas.bbs.

However fmail can auto create areas from received messages.

I know, nobody reads doc files anymore, but it's all in there! ;-)
