Why GoldEd's problems should be others' problems?

And yes, I bet it displays perfectly us-ascii part of UTF-8.

I would rather ask why you push CP866 to the areas where cyrillic is unlikely expected?

PS: I can see UTF-8 and even iconv mentioned in the sources.
