Total Commander's ftp client uses passive mode by default but it can be  
disabled. When enabled, I don't get very far into the ftp session before  
the connection drops. When disabled, I can get as far as getting a  
directory listing but changing directories is very hit 'n miss and usually  
ends up with a connection drop.

However, as I said in an earlier post, the Win10 command line version of  
'ftp' performs as sweet as a nut.
