Just pass SBBSecho the "-i" command-line option (this works with SBBSecho v2 or v3) while importing (tossing) bundles and packets. You could then have some other program process the netmail folder and then run SBBSecho again (without the '-i' argument) and it would process the netmail folder itself, importing any locally-addressed netmail messages.
