The question was WHY ;)
Every link can request the list, and it only changes when they make a change.
I so no benefit in sending out redundant information.

But glad that it is working now for you!

It depends on the informational value.
If it is 0 (as in your case) it is spamming for me.
Even if you only send out one mail a year ... if you have no new information in 
it then it is superfluous.
