I don't use htick for outbounds but just an idea. Acc to man htick "htick reads 
*.tic Files in your Protected  Inbound." i suggest to move one of the tic and 
the attached file into your protected inbound again. That should process the 
normal tick cycle again and you can analyse the error log then.
