Yes, its in one of the config file included in the main config file:

# Echoaree Internazionali
include /home/husky/etc/fido/config.echo.int

The first row in config.echo.int is:
SysOp e riservate

OK!!!! First issue found!!!! GREAT Stas!!!
Ther's a missing "#" in front of SysOP.
Now corrected.

I've added the line that writes it from Pong.pl to your code, now I'll comment it out.
