For the first time in decades ZCs finally cooperate with eachother, talk to 
eachother, exchange opinions .... sometimes in the closed ZCC-conference, 
sometimes in netmail, sometimes even email.
 
The consensus is that each ZC runs his or her zone and if something needs to be 
posted in the fidonet.org pages reflecting on that zone, then it will not 
happen without the say-so of the relevant ZC.
 
If something is unclear, perhaps the wording of the ZC1 makes more sense.
