Again, I don't know what the rule is, but here are two ways I could think of writing that: "... it had ordered Thursday that the cables be tightened..." "... it had ordered Thursday for the cables to be tightened..." I believe that "be" is correct when using "that," while "to be" would be correct when using "for."
