Assuming your talking about wcWeb not Navigator this normally occurs when:

1. Popup's are being blocked natively or via an add-on
2. Anti-virus / Anti-Malware software is blocking
3. Security warning prompts are popping up but are being missed or not
displayed.

I would suggest:

1. Test using Firefox with Firebug active for your site
2. Review your AV software settings
3. Review your browser Privacy / Security / Add-on settings

-> when I ask for a name and an email address it sets up the 
-> account as a visitor.

You will probably need to explain the above in more detail, e.g. are you
talking about new users having immediate access to chat?
