Pssibly two things - 1) lines with just a period in (just leave it as spaces
for a blank line as that should be working and 2 possibly the RULES: desc line
as that should be on the RULEs keyword and line.  I will soon test these 2
changes but I still need to find why it is causing the issue.


Note that RULEs keyword can have just a one liner otherwise use RULETEXT
keyword for more than one line of text.

BUT  I still want to find the bad code as I cannot at the moment but will ry
again tomorrow.

Note that CHAT has the same problem.
