In that case check that the content of the file follows the latest 
requirements
such as the mandatory keywords :

FROM   [ Your contact addresses ]
SUBJ MOD-UPD     as it still exists ass only marked for deletion.
TAG
GROUP FIDO
LANG ENGLISH

any rules inside
RULETEXT

Name the file tagname.ECO and drop it off to 2:25/21 or 2:250/1 (same place).
