The best way to submit/build a rules file is to add the RuleText keyword after 
all other keywords, then follow that with the rule text followed by a --- on a 
line by itself. The final Rule file will be named with the actual Echo name + 
..RUL :) I have not seen any problems with this feature.

The Mod Rul logic is finished, but isn't clean yet (slightly buggy). I will 
continue to scope this out :)
