Did you do a fresh install of WCREPORTS?

Or did you run WCReportsUpgrade.exe?

You just can't get that one file as MS distributes the whole thing as a bundle.
 A Fresh install of v6.0 wcReports from the CD will do this and via the AUP,
you should run WCreportsUpgrade.exe, which is basically all its doing,
installing the MS Visual Basic Runtime distribution pack.

Try that.
