When a USB device doesn't have a serial number, the OS will pop up that dialog each time, as a form of punishment. Even moving the device from Port 5 to Port 6 on your PC, could cause the dialog to pop up again. And while you would think having a serial number for each device makes sense, the level of compliance with that requirement, wasn't all that good in the past. Based on capacity, a 32GB device should be modern enough to have a serial number. And they should be distinguishable from one another.
