Pretty much what it says -- he's sending a duplicate message. Apparently
he sent that exact same message already, and WINS won't allow identical
messages to the same person in the same conference.

Go change something in the message (add a space to the end, or a blank
line, or something) and it should go through. Or, stop double-clicking
on the "send" button.
