Not only that, but even if your site is entirely legal, both VISA and
MasterCard may refuse to honor charges customers make on your site! They
both settled a case out of court where some lady in California lost
thousands of dollars gambling online, and then sued MC and VISA (after
they sued her for payment) for letting her gamble when it's illegal in
California. 

At least one big bank is already saying they won't honor VISA charges to
online gambling sites, and more are expected to follow suit.
