I don't know if that is available, but recently I have been involved in discussions about a new IETF (Internet Engineering Task Force) standard proposal called OPES (Open Pluggable Edge Services) which in theory will allow for concepts like you want. In fact, an web site translation example is used as a potential OPES callout device for web sites to plug into.
