Uhh... innocent people will die. Remember, Al Qaeda kills more Muslims than non-Muslims. And every time they attack they make more enemies. I do believe a lot of Pakistanis died in that attack, didn't they? Remember, when the USSR pulled out of Afghanistan they didn't settle back and rest, they expanded.
