It means the US Government owned it, had equity in it, sold it to someone else and are now paying that someone else rent money. Here in Kentucky, administrations used to "pay" donors by renting buildings from them vs. owning their own. KY eventually came to realize that it was cheaper to either own outright, or have a mortgage on, their own buildings and got out of all the rental agreements they could.
