This is something different that 2-factor. In my case, if I try to access my accounts from my PC and the browser is in a private/incognito window, google will ask me to verify via an app on my phone (youtube, for example). IIRC, Facebook does the same thing. It is because google/FB/etc. doesn't recognize the device you are trying to access your account from (private/incognito browsers, in my case, always use a different device ID) and wants to know it is you. My 2-factor is also turned off for some of the services, but this will still happen if I try to access the account via an unknown device.
