Parent's should be treating the kid's access to a phone's resources the same way a user would be managed on a bbs by a sysop.  If the kid messes with the device and tries to thwart established parental controls, then "no smartphone for you!"  Then if a phone is an absolute requirement for being contactable, only provide a device that is just a phone.
