Were you using MIS previous to a46, or were you using some other means? 
Previous to a46, I used the ddtelnetd wrapper and xinetd. 

What utility are you using to show you these port numbers?  The
server_telnet.log will well which port the that it loads on.  In my log, it
says port 23.  If yours says something different, then it's likely that you
have it set up on a different port in the configs.

If you do not normally run your BBS as root, then this will not work for you.
You need to use the 'sudo /home/mysticbbs/mis -d' command to start it. 
Otherwise it will run as root, and not as user mysticbbs.

Previous to a46, I did not use MIS for the telnet server.  The problems you
are describing sound like the ones I had before going to a46.  I can state
that is working fine for me. 

I'm running on debian. What distro are you using?
