Digging around the www I read the classification for "made in XX" should only apply to goods that undergo final assembly "in XX" However, it sounds like "manufactured by" can apply to goods that are assembled under 100% complete. So, maybe the last (and perhaps only) step this particular item gets is the attachment of the UPC label in USA, and .: "manufactured by MerryMakers ..Oakland CA" makes is American? Sheesh. Anyway..
