But with so few users at any one system, plus the fact that  
most echo participants would be scattered sysops running their  
own boards, a "proof of concept" or rather a proof of interest  
for an echo, would be hard to reach between just two or even  
just a handful of bbses.  Today, an initial rollout or  
distribution is essential to get the participant numbers high  
enough to foster good chatter.
