I have seen movies and TV shows that depict a future where the following
are the 51st state:

 -- Vietnam
 -- Israel
 -- Cuba

In this instance, Ward's joke is about something Donald Trump said about
making Canada the 51st state.  Trump was probably taking a poke at Justin
Trudeau, but it does sort of show a lack of understanding of how big Canada
is, and how the different provinces (like our US states) all have different
laws, administrations, etc.
