actually, yes, my scripts do generally create and manage those but not all of 
the tools i use know what a bsy file is... one i can tell to skip a system if a 
certain file exists (like a bsy file) but it doesn't create them when it is 
moving things around... it is not a BSO tool and doesn't care about outbounds 
or semaphores... its job is solely to move files from one place to another 
based on the destination address...
