I never said that!
I said that this echo is NOT for that purpose.
I said that you can OPEN a new echo for exactly that purpose.
And I said I am glad that currently no such echo exists, because I find it a waste of human resources.

In point 2 I explicitly state that it is absolutely allowed to open a new area with exactly that purpose to talk about horoscopes or tea pots in orbit, or whatever.

That is exactly the OPPOSITE of what you claim I said!!!
(again I said that it is absolutely allowed in an echo dedicated for that purpose)
