If it is then it has been pirated and corrupted.  The actual utc offset 
***REQUIRES*** either a + or a - character at the start of the string depending 
on the specific timezone being expressed no matter what some lame FTS has to 
say about it.

Agreed.  However any implimentation I have seen on the internet deploys the +|- 
character such as defined in such programming functions as strftime().  They 
appear to have adopted the spec for utc offsets as it was designed by the 
people who truly understand these sorts of things.  The US Navy comes to mind 
when thinking about an organization that had/has major influence on such 
matters.
