Try this reply which contains valid utf8 characters in a language that is 
supported by fts-5003.001.  I am betting it won't work.  Also CP437 lacks some 
well used latin1 characters such as 'ø' that is vital in a well used tagline, 
"A Møøse once bit my sister ...", or the Old English saying, "Hwilum æfter 
medo menn mæst geþyrsteð."  Also I fail to see what difference the level 
thingy is going to make in any application, including ExchangeBBS.  An example 
of it's usage might be handy.

None of that surprises me.  Have you tried glibc's iconv?
