Mix cocoa, sugar, and salt in heavy saucepan. Blend in the water. Boil gently 2 minutes over direct heat, stirring until slightly thickened. 2. Stir in the milk, heating slowly until scalding hot. Remove from heat. Cover and keep hot, if necessary, over hot water. 3. Just before serving, mix in the extract. Beat with hand rotary or electric beater until foamy.
